Blocking Property and Suspending Entry Into the United States of Persons Contributing to the Situation in Libya
This executive order expands a 2011 national emergency to block property and suspend U.S. entry for persons contributing to instability in Libya, including those who threaten the Government of National Accord, misappropriate state assets, attack civilians or infrastructure, or illicitly exploit Libya's oil resources. It authorizes the Treasury and State Departments to designate targeted individuals and entities under existing sanctions authorities.
Blocking the Property of Certain Persons Engaging in Significant Malicious Cyber-Enabled Activities
This executive order declares a national emergency over malicious cyber-enabled activities from abroad and authorizes the Treasury Secretary to block the property of and bar entry to foreign individuals and entities involved in significant cyberattacks on U.S. critical infrastructure, data theft, or commercial espionage. It establishes a sanctions framework targeting perpetrators, beneficiaries, and facilitators of such activities without requiring prior notice.
Taking Additional Steps to Address the National Emergency With Respect to the Conflict in the Democratic Republic of the Congo
This executive order expands U.S. sanctions authority against individuals and entities fueling conflict in the Democratic Republic of the Congo. It amends Executive Order 13413 to block property of additional categories of actors, including armed group leaders, human rights abusers, child soldier recruiters, obstructors of humanitarian aid, attackers of peacekeepers, and those involved in illicit natural resource trading.
Ending Immunities Granted to the Development Fund for Iraq and Certain Other Iraqi Property and Interests in Property Pursuant to Executive Order 13303, as Amended
This executive order terminates legal immunities protecting the Development Fund for Iraq, Iraqi petroleum, and Central Bank of Iraq assets from U.S. judicial actions such as attachments, judgments, and liens. The action reflects the Obama administration's assessment that Iraq had made sufficient progress in managing debts and claims from the Saddam Hussein era. The underlying national emergency declared in 2003 remains in place, and immunities under other applicable law are unaffected.
Blocking Property of Certain Persons Contributing to the Situation in Ukraine
This executive order declares a national emergency and authorizes the Treasury Secretary, in consultation with the Secretary of State, to block property and assets of individuals and entities deemed responsible for undermining Ukraine's democratic processes, threatening its territorial integrity, or asserting unauthorized governmental authority in Crimea. It also suspends U.S. entry for designated persons and prohibits transactions with or for the benefit of blocked parties.
Taking Additional Steps to Address the National Emergency With Respect to Somalia
This executive order expands U.S. sanctions against Somalia by amending Executive Order 13536 to block assets of individuals and entities involved in threatening Somalia's stability, misappropriating public assets, obstructing humanitarian aid, trafficking arms, committing violence against civilians, using child soldiers, or trading charcoal. It also prohibits the importation of charcoal from Somalia into the United States, targeting a key revenue source for the terrorist group al-Shabaab.
Blocking Property of Persons Threatening the Peace, Security, or Stability of Burma
This executive order modifies existing sanctions on Burma (Myanmar) by expanding the criteria for blocking property of individuals and entities that threaten peace and stability, including those undermining political reform, committing human rights abuses, or engaging in military trade with North Korea. It also amends two prior executive orders to replace 'logistical, or technical' with 'or technological' in their text.
Blocking Property of Persons Threatening the Peace, Security, or Stability of Yemen
This executive order declares a national emergency and blocks U.S.-based assets of individuals and entities determined to threaten Yemen's peace, security, or stability, particularly those obstructing the November 23, 2011 political transition agreement. It authorizes the Treasury and State Departments to designate targets and implement sanctions without prior notice.
Blocking Property of Transnational Criminal Organizations
This executive order declares a national emergency and blocks all U.S.-based assets of significant transnational criminal organizations, authorizing the Treasury Secretary to designate additional targets without prior notice. It prohibits any transactions with or support for designated entities and takes effect immediately upon signing.
Blocking Property of Senior Officials of the Government of Syria
This executive order freezes all U.S.-based assets of senior Syrian government officials and entities, prohibiting any transactions with them. It expands existing sanctions against Syria in response to escalating violence against protesters and repression of democratic change.
Prohibiting Certain Transactions With Respect to North Korea
This executive order prohibits the importation of all goods, services, and technology from North Korea into the United States, effective immediately. It also bars U.S. persons from evading these sanctions and authorizes the Treasury Secretary to issue implementing regulations. The order builds on prior sanctions to enforce UN Security Council resolutions 1718 and 1874.
Blocking Property and Prohibiting Certain Transactions Related to Libya
This executive order freezes all assets of the Libyan government, its central bank, and senior officials under Muammar Qadhafi held by U.S. persons or within the United States. It also authorizes the Treasury Secretary to designate additional individuals for sanctions based on their role in human rights abuses or ties to the regime, effective immediately upon signing.
Blocking Property of Certain Persons With Respect to North Korea
This executive order expands existing sanctions against North Korea by blocking U.S.-based assets and prohibiting transactions with individuals and entities involved in arms trade, luxury goods imports, money laundering, counterfeiting, narcotics trafficking, and other activities supporting the North Korean government. It builds upon prior sanctions in Executive Order 13466 and implements obligations from UN Security Council Resolutions 1718 and 1874.
