Ending Immunities Granted to the Development Fund for Iraq and Certain Other Iraqi Property and Interests in Property Pursuant to Executive Order 13303, as Amended
This executive order terminates legal immunities protecting the Development Fund for Iraq, Iraqi petroleum, and Central Bank of Iraq assets from U.S. judicial actions such as attachments, judgments, and liens. The action reflects the Obama administration's assessment that Iraq had made sufficient progress in managing debts and claims from the Saddam Hussein era. The underlying national emergency declared in 2003 remains in place, and immunities under other applicable law are unaffected.
Taking Additional Steps to Address the National Emergency With Respect to Somalia
This executive order expands U.S. sanctions against Somalia by amending Executive Order 13536 to block assets of individuals and entities involved in threatening Somalia's stability, misappropriating public assets, obstructing humanitarian aid, trafficking arms, committing violence against civilians, using child soldiers, or trading charcoal. It also prohibits the importation of charcoal from Somalia into the United States, targeting a key revenue source for the terrorist group al-Shabaab.
Blocking Property and Prohibiting Certain Transactions Related to Libya
This executive order freezes all assets of the Libyan government, its central bank, and senior officials under Muammar Qadhafi held by U.S. persons or within the United States. It also authorizes the Treasury Secretary to designate additional individuals for sanctions based on their role in human rights abuses or ties to the regime, effective immediately upon signing.
