Modernizing Influenza Vaccines in the United States to Promote National Security and Public Health
This executive order establishes a National Influenza Vaccine Task Force co-chaired by Defense and HHS to modernize U.S. influenza vaccine production away from egg-based methods toward faster, scalable cell-based and recombinant technologies. It mandates a 5-year national plan and directs multiple agencies to estimate costs, expand manufacturing capacity, and accelerate development of broadly protective vaccines.
Guidelines for Human Stem Cell Research
This memorandum directs all executive departments and agencies that conduct or fund stem cell research to adopt the NIH Guidelines for Human Stem Cell Research issued July 7, 2009. It requires these agencies to submit proposed revisions to their own stem cell research policies to OMB within 90 days for review.
Removing Barriers to Responsible Scientific Research Involving Human Stem Cells
This executive order lifts the previous administration's restrictions on federal funding for human embryonic stem cell research, directing the NIH to issue new guidance within 120 days. It revokes the August 9, 2001 presidential statement and Executive Order 13435 that had limited such funding.
