Executive Order 13617

Blocking Property of the Government of the Russian Federation Relating to the Disposition of Highly Enriched Uranium Extracted From Nuclear Weapons

This executive order blocks Russian government assets in the U.S. related to the 1993 Highly Enriched Uranium (HEU) Agreements, preventing them from being seized through judicial processes so that payments for converting weapons-grade uranium to reactor fuel can flow properly to Russia. It extends and reinforces prior sanctions architecture (EO 13159) to protect a major nuclear nonproliferation program.
