Ensuring Affordable Beef for the American Consumer
This proclamation temporarily increases the U.S. beef tariff-rate quota by 80,000 metric tons for calendar year 2026, specifically for lean beef trimmings used in ground beef. The entire additional quota is allocated to Argentina and administered in four 20,000 mt quarterly tranches beginning February 13, 2026, to address high domestic beef prices caused by drought, wildfires, and restricted cattle imports from Mexico.
Modernizing United States Spectrum Policy and Establishing a National Spectrum Strategy
This memorandum directs the Department of Commerce and NTIA to modernize U.S. spectrum policy by establishing an Interagency Spectrum Advisory Council, developing a National Spectrum Strategy by December 31, 2023, and creating an Implementation Plan within 120 days of Strategy submission. It revokes a 2018 Trump-era spectrum memorandum and establishes new coordination requirements between NTIA, FCC, and federal agencies on spectrum allocation and management decisions.
Imposing Sanctions With Respect to Iran
This executive order blocks all property and interests in property of Iran's Supreme Leader, his office, and associated officials and entities within U.S. jurisdiction. It also authorizes sanctions on foreign financial institutions that conduct significant transactions for these blocked persons, and suspends U.S. entry for covered individuals.
The Endangered Species Act
President Obama directs the Secretaries of Interior and Commerce to review a December 2008 Bush administration regulation that relaxed Endangered Species Act consultation requirements, and requests all agency heads to voluntarily continue pre-2008 consultation practices with FWS and NMFS pending that review. The memorandum does not itself revoke the regulation but uses discretionary language to encourage maintaining stricter interagency consultation.
