Death of Elijah E. Cummings

This proclamation orders U.S. flags to be flown at half-staff at the White House, all public buildings and grounds, military posts, naval stations, and vessels, as well as all U.S. embassies and facilities abroad, through October 18, 2019, to honor the memory of Representative Elijah E. Cummings of Maryland following his death.
