Modifying and Continuing the National Emergency With Respect to Cuba and Continuing To Authorize the Regulation of the Anchorage and Movement of Vessels
This proclamation continues and modifies a long-standing national emergency regarding Cuba, originally declared in 1996 and expanded in 2004 and 2016. It authorizes the Secretary of Homeland Security to regulate vessel anchorage and movement in U.S. territorial waters to prevent unsafe conditions and unauthorized voyages to Cuban waters that could trigger mass migration.
