National Historically Black Colleges and Universities Week, 2009

President Obama proclaimed August 30 through September 5, 2009 as National Historically Black Colleges and Universities Week, calling on public officials, educators, and Americans to observe it with programs and activities honoring HBCUs' contributions. The proclamation is purely commemorative, containing no funding, regulatory changes, or substantive policy directives.
