To Extend Nondiscriminatory Treatment (Normal Trade Relations Treatment) to the Products of Ukraine, and For Other Purposes

This proclamation grants Ukraine permanent normal trade relations (NTR) status, ending application of the Jackson-Vanik amendment's emigration-linked trade restrictions.
