To Modify Duty-Free Treatment Under the Generalized System of Preferences and Certain Rules of Origin Under the North American Free Trade Agreement, and for Other Purposes
This proclamation modifies U.S. trade preferences by adding Serbia and Montenegro as GSP beneficiaries, restoring India's and Pakistan's duty-free treatment for certain articles, adjusting competitive need limitations and waivers for various beneficiary countries, implementing agreed NAFTA rules of origin modifications with Canada, updating Caribbean Basin footwear provisions, and adding ethnic printed fabrics to AGOA textile benefits. It also makes corresponding technical amendments to the Harmonized Tariff Schedule and modifies Executive Order 13191.
