This executive order freezes all assets of the Libyan government, its central bank, and senior officials under Muammar Qadhafi held by U.S. persons or within the United States. It also authorizes the Treasury Secretary to designate additional individuals for sanctions based on their role in human rights abuses or ties to the regime, effective immediately upon signing.

President Obama continued the national emergency with respect to Cuba that was first declared in 1996 after Cuba shot down two U.S. civilian aircraft, and expanded in 2004 to deny monetary and material support to the Cuban government. The continuation extends emergency authority to regulate vessel anchorage and movement near Cuba.

Establishment of the Intellectual Property Enforcement Advisory Committees

This executive order establishes two interagency advisory committees—the Senior Intellectual Property Enforcement Advisory Committee and the Intellectual Property Enforcement Advisory Committee—to coordinate federal intellectual property enforcement efforts. Both committees are chaired by the Intellectual Property Enforcement Coordinator and are tasked with developing triennial Joint Strategic Plans required under the PRO IP Act of 2008.

Annual Update to the Report Specified in Section 1251 of the National Defense Authorization Act for Fiscal Year 2010 (Public Law 111-84)

This memorandum directs the Secretaries of Defense and Energy to jointly provide annual updates to the 1251 Report on nuclear weapons policy, beginning in 2011, with submissions timed to coincide with the President's budget each year. The Secretary of Defense is also directed to publish the memorandum in the Federal Register.
