This executive order freezes all assets of the Libyan government, its central bank, and senior officials under Muammar Qadhafi held by U.S. persons or within the United States. It also authorizes the Treasury Secretary to designate additional individuals for sanctions based on their role in human rights abuses or ties to the regime, effective immediately upon signing.
President Obama continued the national emergency with respect to Cuba that was first declared in 1996 after Cuba shot down two U.S. civilian aircraft, and expanded in 2004 to deny monetary and material support to the Cuban government. The continuation extends emergency authority to regulate vessel anchorage and movement near Cuba.
