This executive order extends the reporting deadline for the Advisory Committee on Public Interest Obligations of Digital Television Broadcasters from June 1, 1998 to October 1, 1998. It makes a single technical amendment to Executive Order 13038 with no other substantive changes.
President Clinton approved a proposed nuclear cooperation agreement with Ukraine under Section 123b of the Atomic Energy Act of 1954, finding it promotes common defense and security without unreasonable risk. The determination authorizes the Secretaries of State and Energy to arrange for the agreement's execution.
This executive order waives provisions of the Trade Act of 1974 (sections 402(a) and 402(b)) with respect to Vietnam, following a required congressional report. The waiver allows Vietnam to receive normal trade relations treatment (previously called most-favored-nation status) by removing the Jackson-Vanik amendment restrictions that had conditioned such status on freedom-of-emigration requirements.
This executive order establishes a 20-member advisory committee to review community nominations and recommend up to 20 rivers for presidential designation as American Heritage Rivers, from which the President will select ten. The committee evaluates nominations based on environmental protection, economic revitalization, and historic preservation criteria. It is administratively and financially supported by the Secretary of Defense through the Assistant Secretary of the Army for Civil Works and automatically terminates within two years.
President Clinton authorized up to $30 million from the Nonproliferation, Anti-Terrorism, Demining and Related Programs account for the U.S. contribution to KEDO, waiving normal legal restrictions under section 614(a)(1) of the Foreign Assistance Act of 1961. The determination was directed to the Secretary of State for transmittal to Congress and Federal Register publication.
