This executive order makes two minor amendments to EO 12964: increasing the maximum number of Commission on United States-Pacific Trade and Investment Policy members from 15 to 20, and extending the commission's reporting deadline from before February 1, 1996 to about December 31, 1996.
President Clinton delegated authority to the Secretary of Agriculture to release up to 1.5 million metric tons of wheat from the Food Security Wheat Reserve for emergency food assistance to developing countries during fiscal year 1996, contingent on a domestic supply shortage determination. The determination preserves coordination requirements under Executive Order 12752.
President Clinton continued for another year the national emergency declared in Executive Order 12947, which blocks assets of foreign terrorists threatening the Middle East peace process and prohibits U.S. persons from dealing in such property. The original emergency was set to expire on January 23, 1996, and this notice extends it beyond that date under the National Emergencies Act.
This executive order grants the International Union for Conservation of Nature and Natural Resources (IUCN) certain privileges and immunities under U.S. law, specifically extending immunity from suit while explicitly withholding broader immunities typically given to international organizations, such as immunity from search/confiscation of property and inviolability of archives, as well as immunity for individual representatives and employees.
This executive order establishes the Armed Forces Service Medal, a new military decoration for U.S. service members who participate in significant military operations where no foreign armed opposition or imminent hostile action is encountered. The medal applies retroactively to operations on or after June 1, 1992, and is placed in precedence immediately before the Humanitarian Service Medal.
