Certifications for Major Narcotics Producing and Transit Countries
President Clinton issued an annual narcotics certification determination under the Foreign Assistance Act, classifying 22 countries as fully cooperative (including Mexico, Colombia, and China), 6 as certified due to vital national interests (including Afghanistan and Bolivia), and 4 (Burma, Iran, Nigeria, Syria) as failing to meet anti-drug standards.
