Implementing the Clean Diamond Trade Act

This executive order implements the Clean Diamond Trade Act by prohibiting the importation or exportation of rough diamonds unless controlled through the Kimberley Process Certification Scheme (KPCS), effective July 30, 2003. It assigns implementation functions to the Secretaries of State and Treasury, establishes a coordinating committee at the Department of State, and revises prior executive orders on Sierra Leone and Liberia diamond sanctions to harmonize them with the new KPCS requirements.
