This executive order establishes a 20-member advisory commission co-chaired by the Secretaries of Health and Human Services and Labor to study and make recommendations on health care quality, consumer protections, and worker protections in the changing health care system. The commission is required to submit a preliminary report by September 30, 1997, and a final report 18 months after its first meeting, after which it terminates within 30 days or by September 5, 1998 at the latest.

Impact dates

  1. Final report to President (18 months after first meeting)

  2. Latest possible commission termination (2 years from EO date)

  3. Preliminary report to President

Who is ordered

Timeline

Immediate

  • Commission establishment
  • Co-Chairs (HHS and Labor Secretaries) designated
  • Agencies instructed to provide information upon request

Near term (90d)

  • Commission member appointments by President
  • Commission organizational meetings
  • Subcommittee formation possible

Long term

  • Preliminary report due September 30, 1997
  • Final report due 18 months after first meeting
  • Commission termination 30 days after final report or by September 5, 1998, whichever comes first

Risks & tensions

  • Commission effectiveness depends on presidential appointment speed and member selection; no binding authority on recommendations
  • 18-month final report timeline anchored to 'first meeting' date creates uncertainty for exact deadline
  • Termination clause (30 days after final report OR 2 years, whichever is earlier) creates potential tension if work extends
  • No dedicated funding appropriation; HHS support contingent on 'availability of appropriations'
  • Advisory nature means recommendations may be ignored by administration or Congress
