Executive Order 12662
Implementing the United States-Canada Free-Trade Implementation Act
This executive order implements procedural requirements for the U.S.-Canada Free-Trade Agreement, mandating 75-day advance notice for proposed federal standards-related rules, establishing a U.S. Secretariat within Commerce to support binational dispute panels, and accepting binding decisions from those panels. The order takes effect only when the trade agreement itself enters into force.
