Determination to Authorize the Furnishing of Nonlethal Emergency Military Assistance to the States Participating in the Economic Community of West African States' Monitoring Group (ECOMOG) Under Section 506(a)(l) of the Foreign Assistance Act of 1961, as Amended
President Clinton authorized a $3 million drawdown of nonlethal defense articles, services, and military training from Department of Defense stocks to support ECOMOG member states (Nigeria, Ghana, Sierra Leone, Mali, and Guinea) for peace restoration efforts in Sierra Leone. The determination was made under emergency authority of the Foreign Assistance Act because the need could not be met under other laws. The Secretary of State was directed to report to Congress and arrange Federal Register publication.
