Eligibility of NIS Countries: Georgia, Kazakstan, Kyrgyzstan, Moldova, Russia, Turkmenistan, Ukraine, and Uzbekistan To Be Furnished Defense Articles and Services Under the Foreign Assistance Act and the Arms Export Control Act
President Clinton determined that furnishing defense articles and services to eight former Soviet republics (Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Turkmenistan, Ukraine, and Uzbekistan) would strengthen U.S. security and promote world peace, authorizing the Secretary of State to report this finding to Congress and publish it in the Federal Register.
