Assistance Program for Russia

President Clinton certified that Russian and CIS armed forces had withdrawn from Latvia and Estonia or that their status was otherwise resolved by mutual agreement, as required by a 1994 appropriations law. This certification triggered authority for continued assistance to Russia under that statute. The Secretary of State was directed to notify Congress and publish the determination in the Federal Register.
