Determination Pursuant to Section 523 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2001 (Public Law 106-429)
President Clinton certified that withholding U.S. funds from international financial institutions and other international organizations under the 2001 Foreign Operations Appropriations Act would be contrary to the national interest, thereby allowing those funds to flow. This routine determination waived a statutory restriction on contributions to multilateral institutions.
