This proclamation modifies the Harmonized Tariff Schedule (HTS) to conform to international convention amendments, correct technical errors in prior proclamations, and maintain intended tariff treatment for goods from Chile and Singapore under free trade agreements. It also delegates authority to the Committee for the Implementation of Textile Agreements (CITA) to provide trade relief under CAFTA-DR for domestic textile and apparel industries facing serious damage from imports.
To Implement the Dominican Republic-Central America-United States Free Trade Agreement With Respect to the Dominican Republic and for Other Purposes
This proclamation implements the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR) specifically for the Dominican Republic by modifying the Harmonized Tariff Schedule to provide preferential tariff treatment, removing the Dominican Republic from GSP and CBERA/CBTPA beneficiary status, and delegating authority to CITA to determine Nicaraguan compliance with tariff preference level commitments.
